It's Flash animation software. It's basically a "pre preduction" kinda software to get basic stuff done before you get to the full on Flash program, as Flash is very complex, where-as Swish is a simple program that handles still images and music and or voice. So something such as that, could be done with Swish, as all it is, is still images scrolled through, with a voice overlay. Something like that would probably take about 20min to make with Swish. If your interested, just pump "Swish" into google and you should get more than enough info and download sites.
I use to use it for intro Flash animation for sites, such as the start of this one, which is only images and music.

Alternitively you could grab an animation program and just draw in the individual frames. Proberbly doesn't work as well, but I think that's what the guy that made this one did. I could be wrong.

Yeah, but to make it into a .swf file or "flash animation" you will need something like swift or Flash to bundle it ;)
